Recently, the Overall Plan for the Construction of Sino-Japanese (Qingdao) Local Development Cooperation Demonstration Zone has been issued. As the only national demonstration zone in the field of energy conservation and environmental protection between China and Japan, it will create a new highland for opening to the outside world.
According to the Overall Plan, the demonstration area is located in the north of Qingdao West Coast New Area with an area of 10.68 square kilometers, and is located in the International Economic Cooperation Zone as a whole.
This means that the demonstration zone is not only "backed" by Qingdao's innate advantages in the geographical location of Sino-Japanese cooperation and the profound background in economic and trade exchanges, but also has the policy superposition advantages of major strategic platforms including Qingdao West Coast New Area, Shandong Pilot Free Trade Zone Qingdao Area, Sino-German Ecopark, etc., which will gather high-end elements more efficiently such as Japan's advanced technology and professional talents, and carry out in-depth pragmatic cooperation.
As the only national demonstration zone in the field of energy conservation and environmental protection between China and Japan, the Overall Plan has set the demonstration zone five major tasks: strengthening industrial chain collaboration, deepening scientific and technological innovation cooperation, operating China-Japan Cooperation Hub, creating high-end ecological smart parks, and creating first-class business environment. It will build a new model of Sino-Japanese cooperation in the first try.
According to the Overall Plan, by 2025, the basic infrastructure of the demonstration zone will be completed in the main; economic strength, scientific and technological level, and ecological quality will be steadily improved; cooperation and exchange mechanism of complementary advantages and industrial integration will be initially formed; and marketization, legalization and internationalized business environment will be further optimized, which make it become a new highland for the cooperation and development of the Shandong Peninsula urban agglomeration with Japan. By 2035, a dynamic Sino-Japanese local cooperation system and mechanism will be fully constructed, and a modern international park with a high degree of openness, innovation-leading, industrial prosperity, and ecological livability will be fully completed, becoming a model for Sino-Japanese local development cooperation across the country. A modern industrial system dominated by energy saving and environmental protection, integrated circuits, new energy and new materials will be basically formed with 2-3 industrial clusters of tens of billions yuan finishing construction and total industrial output value exceeding 50 billion yuan.
