More Administrative Power Delegated to QIECZ

At the 20th Session of the 13th Standing Committee of the Shandong People’s Congress held on June 12, the Decision to Delegate Administrative Power to China (Shandong) Pilot Free Trade Zone Qingdao Area and China-SCO Local Economic and Trade Cooperation Demonstration Area (hereinafter referred to as the Decision) was deliberated and adopted and will be enacted.

 

According to The Decision, administrative power will be delegated to China (Shandong) Pilot Free Trade Zone Qingdao Area and China-SCO Local Economic and Trade Cooperation Demonstration Area (hereinafter referred to as the two areas) to the largest extent.

 

The Decision states that the power delegation should be conducted in a way that all that should be devolved must be devolved.

 

Provincial and municipal administrative power items will be combed through by competent provincial departments based on the provincial power and responsibility list. Except those that must be executed at the provincial level, all power items at provincial level or municipal level, can be delegated to the two areas, and a list of such power will be formed.

 

At the same time, effort will be made to facilitate simultaneous municipal power delegation of Jinan, Qingdao and Yantai, so as to create enabling conditions to address the FTZ’s affairs within the FTZ.


Besides, to see to it that the delegated power items will be well managed and effectively executed by the two areas, the Decision has pointed out that competent provincial departments will strengthen relevant guidance and supervision and work to creative favorable conditions for the two areas in terms of talent, training, equipment, information system, etc., so as to ensure timely correction should any problems occur.
