July 2, The Forum of International Business Environment in China 2019-The Conference of Assessment Report on Business Environment Investment in Chinese Cities was held in People's Daily. Ten organizations, including Sino-German Ecopark, Zhongguancun National Innovation Demonstration Zone and Suzhou Industrial Park, Sino-German Ecopark were awarded the "top ten industrial parks with international business environment construction in China".
It was reported that the activity was sponsored by Global Times and China International Chamber of Commerce for the Private Sector, aiming at promoting enterprises to achieve high-quality development and to build good domestic and international business environment, thus boosting the promotion of integral level of the business environment in Chinese Cities. Focusing on the innovation and construction of city business environment, market investment environment, government affairs service environment, scientific research innovation environment, talent elements environment, legal safeguard environment and other aspects in current global economic situation, discussion and communication of ideas were implemented in the activity.
Huang Qifan, the vice chairman of the 12th NPC financial and economic committee; Wei Jianguo, the former undersecretary of Commerce Department and the vice president of China Center for International Economic Exchanges; Hu Xijin, the chief editor of Global Times; Gregory Gilligan, the vice chairman of the American Chamber of Commerce in China and other leaders attended the forum and made keynote speeches as well as held a government-enterprise business dialogue.
The Assessment Report on Business Environment Investment in Chinese Cities (2019) and the "List of Business Environment Investment in Chinese Cities" released on the scene are obtained by the Global Times Research Center mainly based on the objective data of each city's statistical bulletin issued by each statistical bureau via data reduction on economy, brand, scientific innovation, humanity and natural environment, traffic location, propagation, vitality, etc. of Chinese cities in domestic and foreign database, and combined with the opinions of domestic and foreign experts in each domain.
As the park supported by Chinese and German governments for construction, Sino-German Ecopark has adhered to the objective of building a "world-leading park", insisted in open development and emphasized on gathering international innovation elements since its construction on July 2013, thus building an international innovation platform and international investment business environment.
Building international industry system
Sino-German Ecopark brings in German enterprises to integrate the development of new zones via "Germany +”, boosts our city's enterprises to achieve transformation and upgrading via "+ Germany" German technology, thus creating new highlights of Sino-Germany cooperation in the New Normal and a new engine of transformation development. Up to now, 6 Global 500 enterprises and nearly 500 enterprises including more than 30 Global Hidden Champions have settled in Sino-German Ecopark to gradually form a “4+N” industry system which gives priority to intelligent manufacturing, life health, new energy & new materials, high-end equipment and guarantees synchronous development of other industries, such as, German hidden champion enterprises, education, culture creativity and sports.
Establishing international talents system
Focusing on "investment invitation and talents attraction", the park spares no effort to boost the "project of young talents cultivation". The park has set up the workstations of talents and foreign knowledge introduction, innovation and entrepreneurship bases for overseas talents, innovation parks for overseas students and other carrier platforms for talents introduction. And the park has built high-end "doctor villages", namely, international talents communities with moderate size and distinctive overseas features. Professor Lars Bolund of Aarhus University led his scientific research team to settle in Qingdao Sino-German Ecopark and took the post of superintendent of BGI Institute for Regenerative Medicine. Professor Axel• kuhn, the academician of German College of Engineering & Science set up an intellectual technology sharing platform integrated with technology application & research and doctors cultivation in the park.
Promoting international cultural and educational exchanges and cooperation
As the opening and cooperative link, cultural and educational exchanges make internationalized atmosphere stronger. Since the establishment of Sino-German Ecopark International Consultant Committee in 2015, Klaus • Topfer, the former deputy secretary general of the United Nations, Otto • Weisshowe, the former minister of Economic Affairs of Freistaat Bayern, Lu Qiutian, the Chinese ambassador to Germany and other international consultants have gathered in the park for once per year, so as to offer advice and suggestions for the development of the park. Mannheim, Oldenburg and Regensburg have successively held city exhibitions in the park and established Qingdao representative offices in the park. German Irmler-Piano Open Tournament, US Spartan Race, Japanese Kuma Fun Run and other international competitions have been held in the park to promote the breadth and depth of its openness and cooperation to the outside world.
During the important periods of "studying Shenzhen and keeping up with Shenzhen", "striving for building an open, modern, vigorous and fashionable international metropolis" and "sparing no effort to build first-class business environment" in Qingdao, to award the honor of the "top ten industrial parks with international business environment construction in China" not only highly affirms the works of Qingdao International Economic Cooperation Zone (Sino-German Ecopark), but also greatly promotes further optimization of park business environment, thus boosting the park to strive for the construction of a world-leading cooperation zone.
