On January 9, 2020, the signing ceremony of JC Finance and Tax Interconnect-Shandong Innovation and Collaboration Regional Headquarters for New Economic Development, was held in Qingdao West Coast New Area, marking the establishment of the first economic platform project in the Pilot Free Trade Zone Qingdao Area.

Zhou An, Director General of Qingdao West Coast New Area Administrative Committee and mayor of the West Coast New Area; Shao Rui, Vice District Mayor of the West Coast New Area; Xu Haijie, Deputy Director of Qingdao International Economic Cooperation Zone (QIECZ); Xu Zhengjun, President of JC Finance and Tax Interconnect Co., Ltd. and Chen Wei, General Manager of JC Finance and Tax Interconnect Cloud Business attended the signing ceremony.  The project consists of three parts, namely, JC Finance and Tax Interconnect-Shandong Innovation and Collaboration Park for New Economic Development, JC Finance and Tax Interconnect-Shandong Cloud Business Headquarters and JC Finance and Tax Interconnect Artificial Intelligence and Blockchain Institute, all three of which are located in Qingdao International Economic Cooperation Zone.

The Innovation and Collaboration Park will also serve as the JC Finance and Tax Interconnect-Shandong Operation Headquarters of Innovation and Collaboration for New Economic Development. It is expected to gather over 300 platform companies through three years of incubation and cultivation, generating a total output of more than 150 million yuan. JC Finance and Tax Interconnect-Shandong Cloud Business Headquarters is expected to attract over 200,000 businesses and e-businessmen to register and operate in QIECZ, creating more than 5,000 jobs and generating over 2 billion of tax revenue. The AI and Blockchain Institute will advise the government on policymaking and blockchain industrial development. It is expected to produce at least 3 invention patents every year and organize at least 2 top-level specialized forums.
