Qingdao Pilot Free Trade Zone Innovatively Launches Ten Measures for Annual Report Credit Repair
2026-09-17

Recently, Qingdao Pilot Free Trade Zone has issued the Implementation Opinions on Promoting Ten Measures for Annual Report Credit Repair. The policy shifts annual report supervision from simple ex-post punishment to pre-risk prevention, in-process deviation correction and post-event credit repair, opening up a path for market entities to tolerate and correct errors through institutional innovation, and achieving the dual improvement of supervision efficiency and market vitality.

Improve the classified disposal mechanism and implement flexible law enforcement Enterprise annual reports are the basic link in the construction of the credit system for market entities and the key to maintaining legal business qualifications. At present, many enterprises miss the annual report submission deadline due to non-subjective factors such as personnel changes and work negligence, and are included in the list of abnormal business operations, which directly affects business activities such as financing and loans, bidding and tendering, and qualification application. After enterprises have their business licenses revoked for failing to file annual reports for consecutive years, they lack compliant remedy channels. In addition, the cumbersome credit repair procedures restrict enterprises from rebuilding credit and achieving sustainable development.

Focusing on such problems, Qingdao Pilot Free Trade Zone adheres to the regulatory principles of combining leniency with strictness and matching punishment with offence, abandons the "one-size-fits-all" law enforcement model, and systematically introduces ten innovative credit repair measures. While strictly enforcing the main responsibility of enterprises for annual reports, it maximizes tolerance for minor unintentional credit breaches, reduces invalid bad credit records from the source, and effectively cuts the institutional operating costs of enterprises.

In terms of flexible law enforcement, the zone refines classified disposal standards, establishes and improves a classified disposal mechanism for overdue annual reports, and accurately defines the boundary for fault tolerance and the scale of punishment. For enterprises with overdue annual reports for the first time, those who complete supplementary filing within 3 months after the deadline shall be exempted from fines in accordance with the law. For minor credit breaches caused by failure to file annual reports for only a single year and supplementary filing beyond the time limit, breaking the conventional regional penalty standards, a fine of 1,000 yuan is exempted in accordance with the principle of non-punishment for minor violations. At the same time, it strictly keeps the bottom line of supervision and implements differentiated hierarchical punishment. Enterprises that fail to fulfill their annual report obligations for two consecutive years and three or more consecutive years shall be fined 2,000 yuan and 3,000 yuan respectively, so that the punishment intensity precisely matches the circumstances of violations, achieving proper tolerance and effective supervision.

Benefiting 182 enterprises, fines of 140,000 yuan exempted In terms of service optimization, the zone deepens cross-departmental data collaboration, builds an accurate early warning and reminder mechanism for annual reports, and prevents the risk of annual report credit loss in advance. It innovatively implements the "repair upon eligibility without application" mechanism for annual report credit breaches. For enterprises included in the list of abnormal business operations, it informs them of supplementary filing requirements, repair conditions and handling procedures at one time. After the enterprise completes supplementary annual report filing, it does not need to actively submit a repair application. The regulatory authority will take the initiative to verify, and enterprises meeting the conditions will be directly removed from the list of abnormal business operations. For enterprises with multiple business abnormalities, the integrated service of "one application, parallel repair" is launched. After the repair is completed, the handling result will be fed back to the enterprise, and compliance guidance will be carried out simultaneously to fundamentally prevent the recurrence of overdue problems. In response to the lag in data synchronization of the National Enterprise Credit Information Publicity System, the zone also provides credit repair result statement services to ensure that enterprises can normally carry out business activities such as financing, bidding and qualification application, completely removing the obstacles in the implementation of credit repair.

In addition, the zone innovatively pilots a remedy mechanism for market entities' withdrawal rights. For enterprises whose business licenses have been revoked for failing to submit annual reports for two consecutive years, but who can prove real business operations, take the initiative to complete compliance rectification and have no records of major violations of laws and regulations, they may apply for right remedy through the pilot procedure to legally restore their legal business qualifications. This measure effectively makes up for the shortcomings of market entity withdrawal remedy, fully protects the enthusiasm of enterprises for innovation and entrepreneurship, and builds a more complete and inclusive disposal system for market entities.

After the issuance of the Opinions, 182 enterprises immediately received the "repair upon eligibility without application" service for annual report credit breaches, with about 140,000 yuan of fines exempted. It effectively relieves difficulties for enterprises through institutional innovation and helps enterprises develop steadily in compliance.

The person in charge of relevant departments of the zone stated that they will continuously track the implementation effect of the policy, dynamically optimize the repair service process around the needs of market entities, help build a more inclusive, equitable and orderly first-class business environment, and export FTZ samples and contribute FTZ experience for the national credit supervision reform and innovation.
