The Qingdao Area of the China (Shandong) Pilot Free Trade Zone (Qingdao FTZ) is enhancing its efforts to advance green and low-carbon development, with recent initiatives showing progress in smart port construction, renewable energy use, and industrial transformation.

A newly launched smart regulatory platform for international marine fuel supply services has significantly improved operational efficiency for port enterprises. The platform allows for one-time data submission, integrated processing, and online approval, reducing the processing time for fuel supply operations from two days to about eight hours.

Additionally, a digital energy and carbon management platform is helping port and shipping companies better monitor and manage emissions. The system covers vessel fuel emissions accounting, shore power carbon reduction calculations, and comparisons between different transportation modes, creating a comprehensive digital carbon ledger for businesses.

Green port development is a key pillar of the zone's low-carbon strategy. Qingdao FTZ has achieved several breakthroughs in clean shipping, including northern China's first biofuel bunkering service for international vessels, the country's first hydrogen fuel bunkering operation at a coastal port, and one of China's first pilot green methanol ship-to-ship bunkering projects.

Renewable energy projects are also expanding across the zone. In the Sino-German Eco-Park, rooftop solar installations generate about 3.3 million kilowatt-hours of electricity annually, with more than 70 percent consumed by businesses in the park. By the end of 2025, distributed solar projects in Qingdao FTZ had reached an installed capacity of three megawatts, reducing carbon emissions by approximately 2,100 metric tons annually.

The zone is promoting buildings with ultra-low-energy or near-zero-energy, integrated photovoltaics, and clean heating systems to create more sustainable and environmentally friendly communities.

Under newly released policy measures, Qingdao FTZ plans to further develop green energy supply networks, expand green trade and circular economy initiatives, strengthen technological innovation, and cultivate a new generation of green and zero-carbon factories.

"Going forward, we will continue supporting the development of Qingdao Port as a smart and green port, promote industrial upgrading through digitalization and green transformation, and encourage more enterprises to pursue energy-saving and emissions-reduction projects," said Gao Shanwu, director of the Administrative Committee of Qingdao FTZ.
