On July 31, the 5th Promotion Event for Foreign Business Investment Attraction, themed "Promoting Urban Industrial Innovation and Enhancing Local Economic Momentum" and hosted by the Global Times, convened in Beijing. Approximately 500 participants attended, including representatives from national ministries and commissions, local governments, think tanks, business associations, and corporations. At the conference, China (Shandong) Pilot Free Trade Zone Qingdao Area ("SDPFTZ Qingdao Area" for short) and Qingdao SinoGerman Ecopark were recognized as the "2025 Industrial Park of Excellence in Investment Attractiveness" and the "2025 Industrial Park of Excellence in Investment Environment," respectively.
During the event, Qin He, Deputy Director of SDPFTZ Qingdao Area Management Committee, highlighted the area's advantages as a national-level open platform, emphasized advancing institutional opening-up, and concentrated on developing a market-oriented, law-governed, and internationally competitive business environment.
In recent years, SDPFTZ Qingdao Area and Qingdao Sino-German Ecopark have prioritized addressing enterprises' core needs and strived to establish an optimal business environment that meets their expectations. They have enhanced the administrative environment by fostering regular connections with enterprises, convening periodic industry-government-enterprise forums, establishing an enterprise supervision committee with representatives from over 80 enterprises, creating a comprehensive enterprise service platform, and perfecting the "government + enterprise + platform" collaborative mechanism. They have refined the service environment by upgrading the "policy funnel" functionality, enhancing policy dissemination, alignment, and guidance services; launched the "supply and demand station" platform to improve upstream and downstream resource integration in the industrial chain; provided tailored services such as research and study programs, expert training, and team-building activities, supporting the development of outstanding enterprises through high-quality service offerings. They have also strengthened legal safeguards by creating the first market supervision "observation period" system in China, issuing an emergency management "exemption list," and implementing "no penalties for initial minor infractions"; established the first nationwide "procuratorial protection for free trade" cross-regional service alliance and the province's inaugural "foreign-related procuratorial service center"; and launched the country's first insurance for patent-intensive products, receiving coverage from over 30 media outlets including CCTV's "Xinwen Lianbo."
In the future, SDPFTZ Qingdao Area will embrace a higher level of opening-up and persist in deepening institutional innovation, to unlock new development momentum in this investment hotspot and significantly boost the high-quality growth of the regional economy.
