Talent is the most valuable resource. As a city listed in “Amazing China—the Most Attractive Chinese Cities for Foreigners” for seven consecutive years, Qingdao boasts many platforms and strengths in talent introduction.
In Sino-German Ecopark of Qingdao West Coast New Area, there is a high-end talent introduction platform—Top Talent Estate, which has brought together a large number of foreign and domestic high-end talents and become widely known within half a year since its launch.

About the “Estate”
In the name, the term “estate” has two meanings: First, it refers to an estate-like living place featuring “idyllic environment, green development and better life” in Qingdao International Economic Cooperation Zone where the talents could enjoy mutual help and care like villagers; second, it refers to a “community” which provides a full array of services (including mechanism optimization, supporting service facility, modeled and standardized management mode) for talents introduced in Qingdao International Economic Cooperation Zone.

For Sino-German Ecopark, the name “Top Talent Estate” conveys that it has longed for and attached great importance to high-level talents and best reflects its ecological philosophy.
It is March when grasses are sprouting and birds are twittering. The Top Talent Estate looks green as a whole. In this 67.5-mu (4.5-hectare) area with reasonable layout, there is the Top Talent Service Center, Academician Engineering Technology Center, the General Control and Science Popularization Center of the Smart Park, the Top Talent Living Space, and “Xin Tian Di · Love the World” Exchange Space on the roof, an art gallery, a fitness club, etc., providing one-stop services for talents concerning living and entertainment services.
In the Top Talent Estate, there are 6 single buildings, 3 of which are talent apartments and the remaining are large-scale commercial centers and supporting facilities of Xin Tian Di.

Development vision
In late last September, Ge Junbo, an academician of Chinese Academy of Sciences and Dean of the Institutes of Biomedical Sciences, Fudan University, acknowledged that National Engineering Research Center for Cardiovascular Devices of Fudan would be established in Qingdao. “Talent is important for our project. One of the reasons why we’ve chosen Qingdao is the talent policies in Top Talent Estate,” Ge Junbo said.
It’s known that a total of a dozen parks in the country competed for this project. And now in Top Talent Estate, there is a working place of 2.7 hectares provided and 50 talent apartment suites retained for this project, to serve high-end talents concerned on all fronts.
Since its completion, high-level talents gathering in Top Talent Estate of Sino-German Ecopark have accounted for around one sixth of total talents within half a year. Obviously, it has become a remarkable talent introduction center.
At present, the talent introduction mode of Top Talent Estate is also applied in Qingdao Guzhenkou Civil-Military Integration Pilot Site. Besides, according to a working staff at Top Talent Estate, there are calls for visits to the Estate every day.
Top Talent Estate has made a new goal in talent introduction in the next step: By 2021, it will accumulatively introduce over 100 top-level and leading talents, over 1,000 talents with doctor’s degree, senior titles, senior professional qualifications, and foreign nationalities and industrial senior expert titles, over 10,000 urgently-needed technical and skillful talents as well as over 10,000 talents of other kinds, to build a brand of a high-end community for international talents featuring a moderate scale and a sound structure.
