In order to attract talents and provide better support for them, Qingdao International Economic Cooperation Zone has fully implemented various talent policies made by the superior authorities, including the “Phoenix Tree” Talent Policy of Qingdao West Coast New Area, for talents at all levels, from undergraduates to academicians and provided talent subsidies varying from RMB15,000 to RMB6 million.

The preferential policies at different levels could be enjoyed at the same time, so that attraction to the talents could be increased. For example, the talents can enjoy the housing polices of both Qingdao West Coast New Area and the park.

Any talent with annual individual income tax payment of over RMB100,000 is entitled to a local reward equaling to 100% of the talent’s individual income tax. So far, 12 applicants have been granted with an annual reward of RMB750,000.

Any qualified talent could enjoy an expert-level healthcare subsidy varying from RMB1,000 to RMB3,000, as well as a “family healthcare kit”, an expert health care card, a personal health archive, and the access to medical green channel of the park. Since the launch of the policies in September this year, more than 100 experts in the park has benefited.

In order to attract international students and encourage them to start businesses, the park will exempt any qualified person fees for office and housing rent, and give them priority in the application of project funding up to RMB3 million.
