“Talent is the most powerful growth driver of a city.” A special talent service team was built n Qingdao International Economic Cooperation Zone in 2018. By virtue of the four major industrial systems, it has introduced nearly 10,000 talents of all kinds, including over 30 academicians and other state-level talents and nearly 1,000 doctors and postgraduates, accounting for 11.1% of the total.

The proportion of overseas talents is considerable. The introduced foreign and overseas talents account for 4.8% of the total talent team, and the German talents account for 41% of total overseas talents. Now, it is the largest German talent base and Sino-German exchange and cooperation platform in Shandong province. Talents from Hong Kong, Macao and Taiwan of China and that from Europe and America account for 23% and 22% of total talents outside mainland China respectively, reflecting its characteristics of focusing on exchange with Germany and gradually developing Sino-British, China-Japan-ROK bilateral cooperation.

It is a pool of high-quality talents. In the talent structure, 13.9% are engaged in life health, 50.9% in intelligent manufacturing, 10.3% in new energy and new materials, 17.8% in high-end equipment and 7.1% in other fields (productive services).

Qingdao International Economic Cooperation Zone will implement a “Hundreads and thousands of Talents Project” and strive to introduce more than 100 top-level and leading talents, more than 1,000 talents with doctor’s degree, senior titles (professional qualifications), overseas and foreign nationalities and industrial senior expert titles, more than 10,000 urgently-needed professionals as well as more than 10,000 talents of other kinds by 2021.
