I. Introduction
The Maker Center was officially put into operation in October of 2017. It aims to be a Maker Center with great influence in the Shandong Peninsula, or even the entire country. It focuses on emerging industries such as intelligent manufacturing, energy conservation and environmental protection, new energy and new materials, cultural creativity, etc., and aims to build an institutional, intelligent innovation platform with multiple accesses to cooperation for innovators and entrepreneurs. To date, more than 190 enterprises have registered in the Center, with 80 projects settled in, and 67 start-ups currently being incubated.
II. Project Demonstration
Since the exhibition hall was put into use, more than 100 delegations have visited the hall, including those from governments, those for international exchanges and others. Besides, some large exchange activities were also held here, such as the Municipal Partry Building Demonstration, the SCO Youth Exchange Camp, the 2018 Qingdao-Omsk Two-way Exchange Meeting for Entrepreneurship and Innovation of China-Russia Youth Entrepreneurship Incubator, and the 4th Mayor Cup Small and Micro Enterprise Innovation Competition.
III. Platform Services
The Maker Center is committed to building 4 platforms: talent gathering, transformation of scientific and technological achievement transformation, public services, and international cooperation. First, the talent gathering platform. There are 13 doctoral innovation teams and more than 30 talents with doctoral degrees, and talents with master's degree or above account for more than 20% of the talents. The Center holds one talent for each program, including the National Hundred Talents Program, the Recruitment Program of Global Experts (Thousand Talents Program), the Taishan Scholar Program, and the Ministry of Science and Technology Innovation Talent Program. Second, the scientific and technological achievement transformation platform. The Center holds weekly lectures on intellectual property rights. The number of patents/intellectual property rights authorized by enterprises in the Center is 71 cases now and it is still on the rise. The Center actively cooperates with major universities and colleges to bring more access to advanced technological resources at home and abroad for the projects being incubated and to constantly improve the technological upgrading of enterprises. Third, the public services platform. The Center makes use of high-quality social resources to build a third-party service network, and carries out various activities such as entrepreneurship counseling, financing matchmaking, project roadshows and dialogue salons to stimulate the vitality of innovation and entrepreneurship. It provides public consultation services and support regarding technological policy, industrial policy, project planning, finance, legal affairs, human resources, and intellectual property rights, and trailers a specific solution to each high-tech enterprise to support the development of them. Fourth, the international cooperation platform. In 2018, the Center signed a memorandum of cooperation with the Russian Blockchain Technology Entrepreneurship Institute and Future Today Inc., and connected with the Kuzbass State Technical University (Kemerovo, Russia), initially forming a system of international cooperation resources. In 2018, the China-Russia Youth Entrepreneurship Incubator was established in the center, laying a solid foundation for international cooperation and matchmaking of international industrial technologies.
