Rolls out “Butler” Enterprise Services to Optimize Business Environment

High-quality enterprise services are provided based on the “4+N” industrial system of the park to create a comfortable, clean and new business environment and promote the high-quality development of enterprises in the park. The Management Committee of Qingdao International Economic Cooperation Zone established the Enterprise Service Department—a “butler” enterprise service organization—at the beginning of 2018.

The Enterprise Service Department strives to act as an active, innovative and responsible “butler” serving enterprises in the park.

 

1. 24/7 active response to enterprise’s needs. The Enterprise Service Department facilitates online and offline integration with convenient social software by establishing WeChat groups on direct access to enterprise services, progress of key projects, enterprise emergency work, and communication with construction project parties, in order to provide 24/7 standby services for enterprises in the park. The department is ready to promptly respond to any enterprise’s request, actively coordinate with the enterprise, and give timely reply to the enterprise on the handling situation, with a view to providing efficient and convenient services for enterprises.

 

2. Innovative solutions to difficulties and problems. The Enterprise Service Department may step into new fields and face new problems when providing enterprise services. It solves problems and difficulties in project approval, project entry and project supporting facilities by convening enterprise seminars, joint meetings and enterprise exchange meetings. In 2018, for example, the Enterprise Service Department held six Haier Carrier project meetings together with relevant departments to study the access road, pipe network, electric power and other infrastructure facilities as well as the commuter bus, children’s school enrollment, foreign capital payment and other related matters. This effort guaranteed the rapid construction of the project, for which land acquisition, commencement, completion and trial production took place in the same year. The excellent services provided by the Enterprise Service Department have been recognized by enterprises. The Asia Pacific Headquarters of Carrier has decided to move its China Sales Headquarters from Shanghai to the Qingdao International Economic Cooperation Zone, adding one Fortune Global 500 company to the park, the West Coast New Area and Qingdao.

 

3. Responsible attitude toward enterprise services. The Enterprise Service Department responsibly helps enterprises solve their difficulties and problems as if they were its own difficulties and problems. In November 2018, for example, the Enterprise Service Department held a symposium for enterprises with the theme of optimizing business environment, and it collected nearly 40 problems presented by enterprises. The Enterprise Service Department sorted out these problems and assigned each problem to a responsible supervisor and department, requiring that each problem should be solved with a feedback before the deadline. Up to now, more than 30 problems have been solved, and resolution to the remaining problems is progressing normally.

 

As more and more enterprises move to the park, serving enterprises seems to be more urgent and important. High-quality enterprise services and a sound business environment are key to enhancing the confidence of enterprises to invest and develop in the park. The Enterprise Service Department continuously explores the new path of serving enterprises.

 

The Qingdao International Economic Cooperation Zone has established a platform for direct access to enterprise services as part of its service brand. An enterprise’s request can be reported by scanning the QR code or sent to the department’s work email and other information systems. A dedicated person is responsible for giving feedback to enterprises after summarizing and handling their requests. This mechanism allows the Enterprise Service Department to send notices and questionnaires to enterprises in the park from time to time, collect and sort out questions and questionnaire feedbacks, and coordinate with relevant responsible departments to solve them. In 2018, the Enterprise Service Department coordinated more than 260 requests from enterprises.

 

By creating a sound business environment and providing “butler” services, the Enterprise Service Department has established a benign interaction between enterprises and the government and enhanced the investment confidence of enterprises. For example, the park has attracted the refrigeration project of Carrier—a Fortune Global 500 company, the SiEn project that fills the chip gap in Shandong, and the chip closed beta test project. The Taiwan Smooth auto parts project, with a market share of more than 70%, increased its registered capital twice in a year, from USD two million to USD eight million, and then to the current USD 12 million.
