As of the end of June 2019, 478 authorized patents were generated within the park, among which 215 or 45% were invention patents. The number of valid invention patents per 10,000 people was 153.
Safeguard the Core Interests of Enterprises and Reduce the Cost of IPR Protection
Set up the first intellectual property circuit court in Shandongprovince. It enables the mode of “three trials in one” for civil, administrative and criminal cases of intellectual property, safeguarding the core interests of enterprises. Set up the first intellectual property arbitration court in Shandong province. Seventy well-known scholars, experts and professors in the fields of intellectual property and trade from more than 10 countries and regions, including Germany, the United Kingdom and the United States, are invited to serve as arbitrators. More than 60% of investment agreements are drafted with adjudication clauses. Set up a professional people’s mediation committee for intellectual property disputes. Intellectual property experts, university professors and famous lawyers are invited to act as mediators to provide people’s mediation services related to intellectual property. The province's first joint mechanism for the litigation and mediation of civil intellectual property disputes is established together with the municipal intermediate court and district court, giving full play to the important role of mediators in resolving disputes and greatly reducing the cost of rights protection for the parties.
Provide Enterprises with High-Quality Intellectual Property Services
Website, hotline, WeChat group, QQ group and other channels are used to provide legal and policy consulting services for enterprises in the park at any time. Provide trademark search and analysis services. The international database is searched to identify in time the legal status of the trademark to be registered by an enterprise, based on which reasonable suggestions on trademark registration may be proposed. The registered trademarks of enterprises are searched to identify potential infringement risks in time to help enterprises develop rights protection programs and guide their rights protection. Experts, professors and famous lawyers from the Intellectual Property Case Guidance Research Base of the Supreme People’s Court are retained or invited to act as special intellectual property agents in the park, and to offer free “expert consultation” and “prescription” for intellectual property problems of enterprises. Visiting services are provided for enterprises as required, to realize early planning, early risk detection and early problem resolution for the purpose of the protection of intellectual property rights. Tour services have been provided for more than 10 enterprises, including CP Pharmaceuticals, Menzerna and Green Bit, to which forward-looking suggestions on intellectual property protection have been proposed.
Create a First-class International Business Environment
The in-depth exchange and cooperation with IP Key—China-EU Intellectual Property Cooperation Organization, the AIPPI China Branch and other intellectual property protection organizations as well as with intellectual property departments of large transnational enterprises, has witnessed the Strategic Seminar on Transnational Investment in Trademark, the Forum on New Trend in Intellectual Property Arbitration Practice, the 12th Bayer-Tongji IPR Forum, and other intellectual property international exchange activities. These events have provided a platform for international exchange and cooperation for enterprises in the park and the new area, with a view to creating a first-class and international law-based business environment.
Chongqing ZBJ Intellectual Property Service Co., Ltd., a unicorn enterprise, has been introduced to the park. Relying on ZBJ's intellectual property service Big Data, industrial Big Data, transaction Big Data, financial Big Data, talent education Big Data, and government Big Data, the park aims to build a pan-Northeast Asia platform of intellectual property Big Data based on the West Coast New Area and covering the whole Shandong Province.
Build the IPwe Intellectual Property Operation Platform. IPwe, a U.S. company specialized in patent analysis, patent valuation, sales transaction, license transaction, industry aggregation project, patent pool, patent financing and other integrated services, has been introduced to the park. It is planned to invest RMB 130 million to build the IPwe Intellectual Property Operation Platform focusing on intellectual property operation services, patent services for SMEs and financing services, to promote the in-depth cooperation between high-caliber intellectual property operation talents and innovative enterprises in the new area and Qingdao, enhance the core competitiveness of enterprises, and make every effort to seek breakthroughs in science and technology-driven growth in Qingdao.
